Schools & universities
Hong Kong has a diverse education sector: 8 publicly funded universities (UGC-funded), over 1,000 primary and secondary schools (including public, aided, Direct Subsidy Scheme, and international schools). The Greater Bay Area (GBA) extends this market with many more institutions across Guangdong, Macao, and the region.
Public vs. private: The majority of primary and secondary students attend public or aided schools (government-funded). Direct Subsidy Scheme (DSS) and international and private schools form a significant segment with growing demand for digital and EdTech solutions. All sectors are prioritising digital education and AI-enabled teaching.

AI-powered EdTech & digital education
The Hong Kong Government has made digital education and AI a strategic priority. The 2025 Policy Address set aside $2 billion in the Quality Education Fund (QEF) to advance digital education in primary and secondary schools. The EDB’s AI for Empowering Learning and Teaching Funding Programme offers successful schools one-off funding of $500,000 to adopt AI tools, platforms, and student activities that enhance AI literacy.
Teacher training, curriculum development, and school-based AI programmes are being scaled across the sector, creating strong demand for compliant, effective EdTech partners and solutions.

Data protection: PDPO & PIPL
EdTech and learning platforms in Hong Kong and the GBA must comply with local data protection laws—the equivalent of Europe and UK's GDPR in this region.
- PDPO (Personal Data (Privacy) Ordinance) — Hong Kong’s main data privacy law. It governs collection, use, and disclosure of personal data and applies to schools, EdTech providers, and any platform processing student or staff data in Hong Kong. Read more
